Faculty appointments are described at the faculty affairs website. Colleges will establish their local criteria for appointment but it must align with the nature of the faculty appointments accepted by campus, and UA Faculty Affairs provides support to the colleges. The overarching policy around retention and advancement is included in the University of Arizona Handbook for Appointed Professionals (UHAP) website. The academic colleges, and their departments, recruit, make offers of employment and negotiate terms, working under the umbrella of UHAP policies for guidance.
If you have questions about how faculty status is assigned, check with or refer to the department with which the faculty, or potential faculty person is affiliated. For example, if you want to know how the Dept. of Family and Community Medicine, COM-Phx assigns faculty appointments, it would be best to consult with that department, and usually there is an administrative assistant who can help. Even so, that dept. operates under UHAP - the "source of truth."
As for DCC's they are Designated Campus Colleagues, see the link for descriptions of the various DCC appointments. Note: the appointment is made by the academic department.
